CCSB Just Got Simpler — Here's What's New

If you've been holding off on submitting a small group because gathering payroll records or a DE-9 felt like a headache, that friction just got a lot lighter. For a limited time, CCSB will accept a group's most recent Health Net bill in place of a DE-9 or payroll report for eligibility verification — as long as at least one enrolling subscriber appears on it. It's a small change that saves a real step in the submission process.

A couple of caveats to keep in mind: this doesn't apply to Owner Only or Husband/Wife groups, and any new enrollees who aren't listed on that prior bill will still need to show two weeks of payroll or an offer letter to establish eligibility.

More Runway to Submit

Timing just got more forgiving too. New group submissions now have until the 15th of the month to lock in effective dates running from October 2026 through March 2027 — a few extra days of breathing room during a stretch of the calendar that tends to get busy.

The Fundamentals Haven't Changed

While those two enhancements are promotional and time-bound, the core rules that make CCSB workable for a wide range of groups remain firmly in place:

Participation still only requires 70% of eligible employees to be enrolled in credible coverage — and that coverage doesn't have to be through CCSB itself. A group of 10 with six employees already covered elsewhere only needs to bring one enrollee to satisfy the requirement. When it comes to waivers, the practical standard hasn't shifted: "I don't want it," "I can't afford it," and religious exemption are the reasons that don't count against participation.

Coverage doesn't stop at the state line, either. Out-of-state employees are covered nationwide through Blue Shield's BlueCard network, so a distributed workforce is never a barrier to enrollment.

With CCSB partnering with WHA effective January 2027, Health Net WholeCare members may find a network that looks a lot like what they already know.

And as always, there's no admin fee — not now, not ever.

Between the streamlined eligibility documentation, the extended submission window, and easy standard guidelines, this is a good moment to revisit any groups you'd previously set aside over paperwork or timing.
