UnitedHealthcare CA | Q1 2026 Small Group Updates
UnitedHealthcare has announced the following rate and plan updates for Q1 of 2026 in California:
Note that all plan and rate information is still pending final regulatory approval.
Quarterly Rate Change: the statewide average increase is 4.5% for all plans.
- HMO: 6.0% NorCal / 4.3% SoCal
- PPO: 4.5% NorCal / 4.5% SoCal
Annual Rate Change: Navigate plans will have a 13.2% average rate increase.
Quoting Availability: on or before October 1, 2025
Network/Zip Code Updates: No changes for January 2026
Underwriting Guidelines: the July 2025 version is still in effect
Enrollment Forms/Applications: use current applications until further notice
Marketing Materials/Forms: will be posted when available. The medical plan grid, plan code mapping, and PBSF/GAF are already posted.
Plans and Portfolios:
- 54 plans in Choice Simplified; 12 plans in Multi-Choice State. The Silver PPO Non-Diff will remain available in both packages.
- Virtual visits are a $0 member cost share except for HDHP plans.
- Infertility optional benefits will continue with a 3.4% rate load on HMO plans and a 4.9% rate load on PPO plans.
SBCs, SOBs, and PDLs will be posted once available.
