[JULY 2, 2025] The Connecticut Insurance Department (CID) has posted the initial proposed health insurance rate filings for the 2026 small group market. There are 4 filings made for plans that currently cover approximately 66,000 people.
The 2026 rate proposals for the small group market are, on average, higher than last year. The proposed average small group rate is a 13.1% increase, compared to 11.9% in 2025, and ranges from 7.0% to 20.4%.
In general, carriers have attributed the proposed increases to:
- Trend: Trend is a factor that accounts for rising health care costs, including the cost of prescription drugs and the increased demand for medical services.
- Experience: Experience adjustment necessary to reflect deteriorating experience from the prior rating period to the current rating period.
The Insurance Department will conduct actuarial reviews on each filing to determine if they are justified and will either approve, reject or modify the request. The minimum 30-day public comment period on all filings began on June 6. Comments can be filed online or be sent to the Connecticut Insurance Department at P.O. 816, Hartford, CT 06142-0816.
The Department expects to make final rulings on the proposals in early September.
