The Facts

Health Net is discontinuing its small group and large group commercial business in California and Oregon, with an official market exit on February 28, 2027. Employer notices went out September 1, 180 days ahead of plan closures. Medicare, Medicaid and individual business is not affected.

Anthem Blue Cross	Groups 2-100, valid October 2026 - March 2027: Reduced Participation: 25% down to 2 lives (no waiver forms required) and no DE-9C required if prior Health Net bill submitted Welcome Back: Groups can be reinstated if they are within 60 days of leaving Anthem (if they left in good standing); Group must pay back premium to the original termination date Welcome Home: For existing Anthem groups written alongside Health Net - HN members can enroll with Anthem as a special enrollment Welcome Specialty Groups: Move a Health Net dental and/or vision group to Anthem and receive a 1-month premium credit applied to the month-3 invoice	No bonus programs available
Blue Shield of California	Valid October 2026 - March 2027: Reduced Participation when writing alongside another carrier's HMO: 3 enrolling subscribers and 65% participation required between all carriers No DE-9C when writing alongside another carrier's HMO: Health Net invoice will be accepted in lieu of payroll documents with a minimum of 3 enrolled Qualifying Events: If an existing Blue Shield group was written alongside Health Net, members losing coverage can transition to a Blue Shield plan Anniversary Date Change: Will allow a one-time change for a future 2027 date Flexible Reinstatements: Groups that left Blue Shield can come back by reinstating their prior coverage within 60 days of their termination date - same group number, same member IDs, same great experience.	Transition Bonus Program: Earn up to $250 per member that is moved from Health Net to Blue Shield, for new groups effective October 1, 2026 through March 31, 2027
CaliforniaChoice	Valid October 2026 - January 2027: No DE-9C: Enroll down to 1 medical enrollee with Health Net invoice instead of DE-9C (must meet criteria to qualify)	Health Net Transition Bonus October 2026 - January 2027: Earn $100 per enrolled Health Net member (no maximum limit)
Covered California	Valid October 2026 - March 2027: No DE-9C: Health Net invoice will be accepted in lieu of a DE-9C or payroll (excludes owner only and husband/wife groups); include 2 weeks payroll or offer letter for new enrollees not on the bill	A Health Net transition bonus has not been announced, however you can take advantage of their Partnership that Pays program available through January 2027
Kaiser Permanente	Valid October 2026 - March 2027: No DE-9C: Health Net invoice will be accepted in lieu of a DE-9C (excludes groups with KP PPO plans) Anniversary Change: Existing Kaiser & Health Net slice groups may request anniversary date change to 1/1, 2/1, or 3/1 to align with another carrier's renewal date Mid-Year Plan Changes: Existing Kaiser & Health Net slice groups may request upgrades, downgrades, or plan additions within 60 days of losing Health Net coverage	Health Net Transition Bonus October 2026 - March 2027: Earn a per member bonus as well as a group bonus for both new sales as well as total replacement.
Nationwide	None available	Carrier Exit Bonus: Earn a bonus, up to $5,000 per group, for qualified groups
Sharp Health Plan	Valid October 2026 - March 2027: No DE-9C: Health Net invoice will be accepted in lieu of a DE-9C (include pay stub for employees not on invoice, or Statement of Information for owners not on invoice) Early Renewals/Short Plan Years: Existing dual-carrier groups that slice with Health Net may request early renewal and short contract periods to align their Sharp Health Plan renewal date with the other carrier Special Open Enrollment (SOE): A SOE period is available when members lose Health Net coverage due to the carrier's market exit Prior Authorizations: Will honor approved prior authorization for members transitioning without a change in medical group	A Health Net transition specific bonus is not available, however you can take advantage of their Broker Bonus Program available through March 2027
Sutter Health Plan	Valid October 2026 - January 2027: No DE-9C: Health Net invoice may be used in lieu of a DE-9C for small groups PCP Relationships: Will honor existing PCP relationships with contracted providers in the Sutter Health Plan network Prior Authorizations: Will honor approved and pending prior authorization for services provided by Sutter Health Deductible Credit: Will apply deductible credits towards applicable medical expenses for eligible members Large Group Clients: can extend plan agreements to 13 or 14 months if transitioning in November or December 2026	A Health Net transition bonus has not been announced
UnitedHealthcare	Details pending	Carrier Exit Bonus November 2026 - June 2027: Earn $60 per enrolled member, fully insured or level funded ($20 for self-funded)
Western Health Advantage	No DE-9C: Submit the last Health Net bill in lieu of a DE-9C (vetting of non-enrolled employees will not be required) Anniversary Change: Groups enrolled in both WHA and Health Net may change their anniversary date to align with the new replacement carrier as long as it's earlier than the original renewal date Flexible Reinstatements: Groups that have left WHA may return even if gone less than one year	A Health Net transition bonus has not been announced
